Excerpts from the status texts of the Organization

 

 

«  Article 5- STRUCTURAL ORGANIZATION.

 

5.1   The wide functions of the organization, the programs and the action plans shall be governed by the statutes and principles of the organization. The content of the administrative structure its accomplishments and its organizing systems shall follow the sequence of legal organizations.

   

  1. GENERAL MEETING.

 

5.2   The general assembly is the supreme organs of the organization members of the general assembly are the highest authority of the organization.

5.3   Decisions shall be taken at meetings by a majority vote of the members who are present or represented. All duties or accomplishment and the action plans of the organization are decided by the general meeting.

5.4   Based on its draft programs and action plans the meeting approved the annual budget of the organization.

5.5   The organization may enter into agreements through its representatives and the general  meeting approves agreements and with government, non-government and social organizations.

5.6  The meeting approves details of audit reports.

5.7  The general meeting is the supreme organ, which approves the chairman's business  reports, plan of action and accomplishments.

5.8  The general meeting is authorized to give promotions and transfers, to exclude the

  workers and high officials of the organization for offences against discipline and

  misconduct.

5.9  The general assembly also has the authority to change or exclude the discipline

 committee of the organization.

 

 

  1. THE EXECUTIVE COMMITTEE OF THE  ORGANIZATION.

 

5.10      The executive committee of the organization is the highest body of the organization,  which manages or performs all the acts necessary for the management of the organization.

5.10.1  The executive committee members are the ones who are elected by the general assembly.

5.10.2  The total numbers of the executive committee members is decided by the general  assembly.

5.13     The executive committee members of the organization are:  the Chairman, the Vice Chairman, the Secretary, the majority of the members who are present or represented appoints them.

5.14      All the members of the general meeting have the right to vote.

5.15         The process of election is based on the parliamentary procedures of election.

Election is approved by a two-third-majority vote.

5.16         If two members appear with equal vote, during election, the vote of the chairman

shall be of effect.

 

ARTICLE  6. DUTIES AND RESPONSIBILITES OF THE CHAIRMAN.

 

6.1  The Chairman is administrator in charge of the organization. With him rests the responsibility of assuring a quality organization program.

6.2   The chairman is the key person in establishing the proper atmosphere in the organization. He will provide leadership and direction to the organization. He will clearly interprets to the executive committee members the management and the established policies of the organization and will control and supervise that these policies are carried out.

  6.3   He conducts the general meetings and all other meetings of executive committee  members. Meetings have an important part to play in the development of the  organization.

6.4    The chairman controls and supervises the different sections of the organization and  does his/her best to provide conditions for improved organizational work. He shall represent the organization in judicial and extra judicial matters. He/she signsagreements and performs all the acts necessary for the management of the organization.

6.5 The chairman is responsible for movable and immovable property of the organization. He signs in all documents of income and expenditure for approval.

6.6 The chairman issues directives and circulars of the administrative processes, natural and management of the organization.

 

6.7 He would strictly enforce all regulations of the organization and reaches administrative  decisions regarding its various functions. He is authorized to reject any acts contrary to the objectives of the organization.

6.8 When necessary, the chairman decides the date of the general meeting with administrative policies, routine work and duties, etc. Which require cooperative planning and unified action?

 

ARTICLE 7. DUTIES AND RESPONSABILITIES OF THE VICE CHAIRMAN.  

      

7.1 The vice chairman is accountable to the chairman of the organization. He will act under the specific directions of the chairman. Normally his duties include helping in the chairman in the case of illness or absence for duty.

7.2 Attending to routine matters to be settled outside and everything what the chairman acts in his/her absence.

 

 

Article 8- DUTIES AND RESPONSABILITIES OF THE SECRETARY.

 

8.1 The secretary is responsible for keeping a systematic and accurate record of the  organization.

8.2   He/She is responsible for keeping records to identify weaknesses to be able to find resolution for problems encountered.

8.3   He/She communicates other organizations to exchange experiences.

8.4   The secretary is responsible for preparing programs or meetings and participates in

meetings of other organizations.

8.5   He/She prepares general meetings and meetings of the executive committee members. Compulsory attendance of all the members is required by the secretary and the demandto sign minutes of these meetings are properly filled.

8.6   He/She is responsible for supervising the daily routine work of the staff.

 

ARTICLE 9- DUTIES AND RESPONSABILITIES OF THE GENERAL AUDITOR. 

      

 

9.1 The general auditor of the organization is the authority that controls and supervises financial and budgetary requirements. He/She approves the proper implementation  of property, incomes and expenditure of the organization.

 

9.2     Reports all financial decisions and budget proposals to the members of the staff of the organization.

9.3     Supervises and control the movable and immovable properties of the organization.

9.4     The general auditor strictly handles financial records to safeguard them from fraud.

9.5     He strictly controls the proper handing of the property of the organization in the hands of the staff and also observes the proper discharge of the duties and responsibilities of the executive committee members.

9.6     He/She informs and gives feedback to the chairman and to the executive committee members if any offence is committed. He/She performs his duties and responsibilities  based on the organization.

 

  Article 10- THE DUTIES AND RESPONSIBILITIES OF THE DISCIPLINE COMMITTEE.

 

10.1 The committee is the highest organ to carry out the discipline of the staff of the organization.

10.2 The discipline committee strictly investigates charges between the workers and the authorities of the organization. It collaborates with the administration and with the executive committee members in careful handling of disciplinary cases.

10.3 The discipline committee shall pass resolution without outside pressures. The committee   accepts orders of charges, views and opinions of the chairman. The committee has the right to accept or overrule suggestions of the chairman.;

10.4 The committee is full responsible to pass resolutions after proofs of the plaintiff and the  defender sure heard.

10.5        The decision of the committee shall be based on the concrete evidence sought investigations and based on agreements of the disputants.

10.6   Procedures of decisions of the committee shall be decided the majority vote on witch not less than two-third of the committee members shall be final.

10.7   If the vote of the members becomes equal the vote of the chairman shall be final.

10.8   The decision of the committee is final unless the general assembly meeting is called to move a motion to overrule or to reconsider, to investigate or to amend it.

10.9   Every member of the executive committee will serve the organization up to ________. The elected committee members shall stay in their position as long as the memorandum of the organization governs them and as they are not impeded by serious illness or death. (….) »
